Full topic-specific Information Guide ↓

A foreign national moving home while a residence card remains valid may assume that changing the tenancy agreement completes the process. When moving to another province, updating the address registration and applying for a residence permit in the new province are separate matters. Possessing the old card does not show that the new address or provincial process has been completed automatically. Sound preparation starts with the actual moving date, existing permit type and records of notifications made.

First identify the status under which you are in Türkiye

This article concerns address and provincial changes by an ordinary residence-permit holder. Provincial, travel and reporting procedures for temporary or international protection may follow different rules. A work permit, expired card, pending application or separate administrative decision requires its own assessment of lawful stay. Possessing a foreigner identification number does not invariably mean that a valid residence permit exists.

Where a move is close to permit expiry or renewal, keep the two calendars separate. An address change does not extend the old permit. Renewal alone does not establish that the new address was reported or that the required process in another province was completed. First identify the existing permit’s start and end, then sequence the actual move and application or notification records.

Notification when moving within the same province

Article 23(2) of the implementing regulation requires notification to the governorate within twenty working days of a residence-address change. Article 50 of the Population Services Law also imposes a twenty-working-day address-notification obligation. Do not equate this with twenty calendar days. Establish the actual moving date and the date of the procedural record from the documents.

Signing a tenancy is not always the day of the actual move. Key handover, departure from the former home, commencement of use and associated records may matter together. A petition, appointment booking, acceptance of documents and address registration are different stages. Rather than assuming that an appointment invariably fulfils notification, check the process performed and its acceptance record.

Verify the current channel, local document request and appointment method with the relevant provincial directorate. An electronic printout may identify a system transaction, but do not infer completion of both address and permit procedures without checking its character. Retain written explanations submitted and acceptance records in case a registration dispute later arises.

A separate new permit application when changing province

Article 23(3) requires a foreign national moving their residence from the permit-issuing province to an address in another province to apply for a new residence permit for that province within twenty working days at the latest. Updating the population address therefore does not automatically replace that application. A move within one province and an inter-provincial move should not be treated as the same transaction.

Where the permit type remains unchanged, a new document is issued but the period for which the residence fee has already been paid is not charged again. This does not mean that every transaction or document cost is invariably zero. Check the document charge, application type and current official assessment separately. If the purpose of stay changes with the move, an address-only file may be insufficient.

For example, actual relocation from Ankara to İzmir differs from moving to another home within Ankara. The former separately raises the new-province permit application. Conversely, not every short visit amounts to a transfer of residence. Do not conclusively classify the situation without examining actual settlement, use of the accommodation and the existing permit file.

What should the documents establish?

The existing card and passport connect permit type, identity and validity records. Establish the basis for using the new accommodation through a tenancy, title, accommodation or other record appropriate to the current official request. A statement about accommodation may need further documentary confirmation. Articles 22(7)–(8) provide for examination of address and accommodation conditions and requests for additional records to establish a complete address.

Keep former and new address records, evidence of the moving date, the notification petition and acceptance record separately. If there is a new-province application, also identify its number, type and stage. A large document bundle does not alone establish fulfilment of every obligation. The missing element may be when and for what process a document reached the relevant authority, rather than the document itself.

If time has passed or registration is not accepted

Providing a false moving date or address is not a solution to late notification. Preserve the real chronology, earlier attempts, technical problems and official responses. For an appointment or system problem, dated error records, support requests and replies may be relevant. They do not automatically eliminate the legal consequences of delay, but may be necessary for proper assessment.

Failure to register an address, refusal or cancellation of a residence permit, and a separate restriction or removal decision are different measures. Identify the authority, date and grounds from written records. Equating oral information with a final refusal, or describing the entire dispute simply as an address problem, obscures the appropriate remedy.

How should an older judgment be read for a current file?

The Tenth Chamber of the Council of State’s judgment dated 8 December 2020, E.2015/4717, K.2020/5929 concerns a 2014 residence/restriction measure assessing a spouse’s death and address-notification findings together. The first-instance dismissal was affirmed. The full text also records the foreign national’s allegation that an address declaration had been made elsewhere. The judgment does not establish automatic present-day permit cancellation for every late address notification; its historical events and permit basis differ.

The example illustrates why address registration, the permit basis and the authority’s address investigation need separate records. A person relying on an earlier notification should identify its recipient, content and acceptance record. Compare the actual facts and current rules rather than importing only a judgment’s outcome into a new file.

Separate administrative requests from the litigation calendar

The remedy against a definitive, operative administrative measure depends on its character. For an ordinary annulment action without a special time limit, Article 7 of the Administrative Judicial Procedure Law generally provides sixty days from the day after written notification. This differs from the twenty-working-day address-notification period. Under Article 27, proceedings do not automatically suspend the measure; a stay of execution has separate conditions.

An annulment action against an administrative measure is assessed within the administrative courts; for general territorial jurisdiction, Article 32 makes the issuing authority’s location relevant. A monetary penalty, separate removal decision or protection-status measure requires its own jurisdiction and special periods. Do not assume that making a new notification or request automatically restarts an existing litigation period.

Preparation aims to answer three questions rather than find a single document: where and under what status is the person staying; what notifications and applications are needed; and which have actually been completed? The full guide below connects these questions to document choices. It requests no personal address or identity details, stores no selections and calculates no permit outcome. Actual dates and local official requirements require separate review.
