Your residence card has reached its expiry date, but the renewal application remains undecided. Before asking when the new card will arrive, establish which document supports your continued stay in Türkiye. A timely application at the correct stage is different from simply having a record on the e-Residence system.

This article concerns the waiting period for a person who has applied to renew an existing residence permit. First applications, changes of permit type, work permits and removal decisions require their own assessment. In particular, an expired card, an application document and an unfinished application are not interchangeable.

The basis for continued stay: Article 24 of Law No. 6458

Article 24(2) provides for renewal applications to the governorate from sixty days before permit expiry and, in every case, before the permit expires. The applicant receives a document that is not subject to a fee. The provision allows residence in Türkiye on the basis of that document until the application is decided, even if the existing permit has expired.

This does not mean that a new residence permit has been granted automatically. The interim basis for stay and approval of renewal are separate questions. The requirements of the permit type still need examination; if renewed, Article 24(3) starts the new permit from the end of the previous lawful permit period.

Keep the expiry record, the record showing completion of the renewal application and the application document together. A copy of the card shows the earlier permit. An application number alone does not verify that every procedural step was completed or that the document presented has the required character.

Separate a saved application from a completed application

The e-Residence renewal screen requires completion before the existing permit expires. It also states that an unfinished application will be cancelled by the system at expiry and that a first application would then be required. This statement does not guarantee acceptance of a late application or automatically regularise the earlier stay.

For example, someone who saves a form before expiry but never completes it differs from someone who completes the application on time and obtains an application document. This is an illustration only: the actual position depends on application, submission and document records, rather than the name of a screen. Retain dated error screens, support requests and responses where a technical problem is alleged.

If the application record is unclear, ask the provincial migration directorate to clarify which stage was completed and the status of the application document. Do not assume that a later application erases an earlier delay. Where the permit has expired, opening another online record alone does not resolve stay issues or the risk of separate administrative decisions.

Document submission, deficiency notices and the decision period

Completing the application form and submitting the required documents to the competent authority are separate steps. Compare passport, existing permit, application printout, appropriate insurance, address and purpose-of-stay records according to the application type. Establish not only that an additional document was sent, but also how and when it was delivered.

Official sources contain different submission descriptions: the migration authority’s general information page describes appointments as the usual renewal procedure, whereas the accessible renewal entry screen contains postal or courier instructions and a five-working-day period after application. Do not treat that period and postal method as the single rule for every file; verify your current application printout and the provincial directorate’s instructions to you.

Article 21(3) allows assessment to be deferred until missing information and documents are supplied. The general information page explains that, under Article 22 of the implementing regulation, the ninety-day decision period begins when complete information and documents are delivered to the competent authority. Counting from the first saved form and interpreting silence as automatic approval is incorrect.

Departure and re-entry require a separate check

Permission to remain in Türkiye while awaiting a decision differs from the ability to depart and return. According to the migration authority, departure is possible with an application document approved by the directorate and a fee receipt, provided re-entry occurs within fifteen days. If the stay abroad exceeds fifteen days, visa rules apply on re-entry.

Do not interpret this as unlimited travel rights based on a printout from an application screen. Examine document approval, the passport, other entry conditions and any entry ban or separate decision together. Before travelling, check departure and return dates, the document’s character and the competent authority’s current explanation.

If refusal or non-renewal is notified

The waiting period under Article 24 is not an indefinite basis for stay after refusal. Obtain the refusal or non-renewal decision and service records under Article 25, and read the stated remedies and other rights and obligations. A status screen may differ from the complete reasoned decision and the record of legal service.

For an annulment action, Article 7 of the Administrative Judicial Procedure Law provides a general sixty-day period unless a special period applies, beginning on the day after written notification. The competent court is the administrative court; the general territorial rule in Article 32 refers to the authority’s location. This litigation period differs from the sixty-day renewal application window.

Filing an action does not automatically suspend the decision under Article 27. A stay of execution requires assessment of both manifest unlawfulness and harm that is difficult or impossible to repair. If there is a separate removal or detention decision, do not use the general litigation timetable in this article; check that decision’s special remedy and period separately.

Which file should be prepared for an initial review?

First place the earlier permit expiry, application completion, submission, deficiency notification and any decision and service dates on one timeline. Attach passport and card copies, the application document, application printout, submission or courier records, fee records and correspondence with the authority. Identify clearly which procedural stage each record establishes.

These documents alone do not guarantee a stay, travel or litigation outcome. Timely application, waiting for a decision on the basis of a document and judicial protection after a decision are separate assessments. The full guide below helps organise records; it requests no personal data, files no application and calculates no individual deadline.
